About William Negley

William Negley is the founder and President of Sound Off, a non-profit dedicated to improving mental health support for U.S. military veterans through IT solutions. Prior to this role, Negley served as an officer in the Directorate of Operations at the Central Intelligence Agency from 2009 to 2016, focusing extensively on counterterrorism, counterintelligence, and covert operations, notably in Afghanistan and South Asia. Before his CIA tenure, he worked as a legislative aide to U.S. Senator Kay Bailey Hutchison, where he drafted legislation benefiting federal employees in war zones. Negley holds a Master’s degree in international relations and a Bachelor’s degree in political science and history from the University of San Diego, and an MBA from The University of Texas – Austin.
